… and Rose only has a 43% chance of beating everyone else on average?! What sort of rubbish is this?!
Then again, there’s a chart involved, so okay. ^^
A Japanese Street Fighter IV wiki ranked all the playable characters in the console versions of Street Fighter 4 into a chart. Presumably, the chart displays the win chances in a 10 match fight between equally skilled players. Although I didn’t find out exactly how the ranking was compiled, I’d probably trust the work them Japanese put into playing and evaluating the characters.

Sagat comes out on top, no surprise there. Oddly, Dan is not the bottom of the barrel! In fact, Dan’s not even 2nd or 3rd bottom, Dan’s 16/25!
CAPCOM Unity did point out that the difference of the top rank and bottom rank is the lowest among all Street Fighter games, which implies very good balance (you’ll notice that a lot of characters actually share the same rank). Also, the worst matchup for any character is 3-10, which is an oversimplified 30% chance of winning even in the worst character matchup odds! Rose averages at around 43% against other characters, not bad for the lowest ranked character (as per the chart).
Take the chart with quite a bit of salt, but, at least to some people, the balance of characters in SF4 is quite well done.

The chart is relative IMO. Balrog for me should be at 1 not Sagat.
